Urgency of the system approach in government regulation of accessibility medicine in condition of the medical insurance

Abstract

Results of the basic researches are presented in article on complex of the problems, concerning need of the government regulation on medicine accessibility in condition of the financial deficit of the fund of the obligatory medical insurance. The Author brought main tasks, factors, defining composition of the state system of the regulation to accessibility medicine in different country. As a result of system review of the experience of the operating system in different countries, author has determined priority directions on realization of state politic in the field of regulations of medicine accessibility under reformation of public health in Ukraine. The author called the condition in which the state policy on regulation of medicine accessibility for population may be the most effective.
